Once upon a time the government had a vast junk yard located in a barren/desert area of the country.
The government bureaucrats said "Someone might steal from the junk yard at night." So they created a night watchman position and hired a person for the job.
Then the government bureaucrats said, "How will the watchman do his job without someone instructing him how to do it?" So they created a planning department and hired two people, one person to write the instructions, and one person to do time studies.
Then the government bureaucrats said, "How will we know the night watchman is going to do the work correctly?" So they created a Quality Control department and hired two more people. One to do the studies and one to write the reports.
Then the government bureaucrats said, "How are these people going to get paid?" So they created the following positions: a timekeeper and a payroll officer and of course, they they hired two more people.
Then the government bureaucrats said, "Who will be responsible for the activities of all of these people?" So they created an administrative section and hired three more people: an Administrative Officer, Assistant Administrative Officer and a Legal Secretary.
Then the government bureaucrats finally said, "We have had this program in operation for over one year and we are $1,250,000 over budget. Our available funds are low and we must cutback overall cost."
So they laid off the night watchman.
